The Grantsville City Planning Commission held a regular meeting on August 3 to consider several proposed amendments to the city's Land Use Ordinance. The meeting included discussions regarding zoning designations for micro-entrepreneurship and updates to residential driveway and frontage standards.
One primary focus of the meeting was a proposed amendment to Chapter 15 of the Grantsville Land Use Ordinance. The amendment seeks to add the R-1-21 zone as an eligible zoning designation for micro-entrepreneurship. Currently, micro-entrepreneurship is only permitted within the RM-7 zoning district. The proposed change would allow the R-1-21 zone, which consists of residential properties with minimum lot sizes of approximately one-half acre, to be considered for these uses. Officials noted that adding this zone would not guarantee approval for any specific business but would allow applicants to seek approval under existing standards.
Commissioners also reviewed proposed amendments to Chapters 2, 6, and 7 of the Land Use Ordinance to clarify existing standards. The proposed changes to Chapter 2 would remove a minimum 100-linear-foot continuous frontage requirement for home occupation permits, provided the property maintains legal access via a public or private road. In Chapter 6, the commission discussed removing a fixed 60-foot separation requirement for driveway approaches near intersections, replacing it with evaluations based on front-yard setbacks and clear-view requirements. Additionally, an amendment to Chapter 7 would establish a process for referring conditional use permit applications to the Planning Commission if public comments indicate potential compliance concerns.
The commission also reviewed several conditional use permits. A permit was approved for Lauren Trista Favor at 947 East Durfee Street in the R-1-21 zone, allowing for up to seven horses and a kennel permit for up to four dogs. The approval followed a previous violation regarding the number of animals on the property. Additionally, the commission approved a permit for Gabriel Laura Castaneda at 249 W Cowdery Drive in the R-1-21 zone to keep one horse, following a similar initial violation.
The meeting concluded with the approval of the 2026 APWA Utah Manual of Standard Specifications and Standard Plans as the official construction standards for Grantsville City. The commission also approved the minutes from the July 21, 2026, meeting.
