EMERY COUNTY, Utah (ABC4) — A flash flood warning has been issued for South Central emery County, with Goblin Valley listed as one of the impacted areas. The National Weather Service issued the warning at 2:08 p.m. local time on Sunday amid the weather caused by Tropical Storm Rachel.
