Former death row inmate Douglas Carter appears in 4th District Court in Provo for a bond hearing on Monday, Sept. Carter, who was convicted in the 1985 murder of Eva Olesen, appeared before a Utah County judge on Monday less than a week after prosecutors dropped the death penalty.
