Salt Lake City is updating its Central Community Plan to establish a new 15-year vision for the area, focusing on the distribution of green space and the types of housing and businesses permitted in local neighborhoods. The update aims to align specific community goals and policies with the citywide Plan Salt Lake.
Central Community Planning Focus
The Salt Lake City Planning Division announced in its August 2026 monthly report that it would be working on an update to the Central Community Plan throughout the year. This specific planning area encompasses the boundary of the Central Pointe Station Area Plan, and updates regarding the station area plan will be incorporated into the broader Central Community planning work.
Updating a 2005 Framework
The Central Community Plan was last adopted in 2005. The current update process seeks to modernize the framework to reflect contemporary needs. To gather community input, the city launched the Central Community Photo Contest on July 13, 2026, to encourage residents to share their perspectives on the neighborhood.
Addressing Growth and Development
The city's planning efforts are part of a larger initiative to manage growth-related challenges. The 2025 Annual Report highlighted the Planning Division's work in implementing goals established in adopted community plans and its collaboration with the Historic Landmark Commission and the Planning Commission to address urban development.
Walkability and Public Health
Walkability remains a central component of the city's long-term planning strategy. According to the city's documentation, walkability is considered a vital factor for promoting public health, reducing environmental impact, and supporting the local economy. This strategy relies on the proximity of essential amenities, such as grocery stores, schools, parks, and public transportation, to residential areas.
Zoning and Housing Incentives
In addition to community plans, the Planning Division manages various zoning and incentive programs. This includes the Affordable Housing Incentives (AHI) guide, which has been in effect since April 30, 2024, to provide guidance to property owners, residents, and developers. The city also manages the Landscaping and Buffers chapter of the Zoning Code, Title 21A.48, which was updated by the City Council on March 5, 2024.
Ongoing Community Updates
Other ongoing planning projects in the city include updates to the Capitol Hill Community Plan, which was initiated on September 18, 2025, to reflect the needs and values of that specific community. Additionally, the Avenues Community Plan Update and the Northwest Community Plan Update have been transferred to ShapeSLC, Salt Lake City's dedicated citywide engagement platform, to facilitate public feedback.
Legislative Zoning Studies
The Salt Lake City Council has also explored legislative changes to existing zoning structures. During a formal meeting on September 5, 2023, the council passed a legislative action requesting that staff study options for a zoning text amendment. This study focuses on potential changes to all R-1 single-family residential zoning districts to simplify and improve the current code.
