State Street, which would replace existing structures with a six-story building featuring approximately 112 condominiums. The proposal for the Coachman Mixed Use project was filed on August 9, following a period of city-wide planning updates and monthly workload reports released in July.
Proposed Building Features
The proposed development, submitted by Ryan Mackowiak on behalf of the property owner, seeks a Planned Development designation to accommodate the scale of the project. According to a proposal from the Salt Lake City Planning Division, the six-story structure would include underground parking and a street-level restaurant and commercial space. The second level of the building is intended for office space and structured parking.
Zoning and Design Requirements
The upper three floors of the building are designed to house approximately 112 owner-occupied condominiums, consisting of one-bedroom and two-bedroom units. The building's design includes a continuous façade measuring 543.75 feet. Because the property is currently zoned FB-UN2 (Form Base Urban Neighborhood 2), which limits building façades facing a street to 200 feet, the developer must utilize a Planned Development to allow for the increased length.
Citywide Planning Context
The submission comes as Salt Lake City continues to manage various urban planning initiatives. In late July, the city released its monthly report detailing the Planning Division's workload and capacity. Additionally, the city has been actively updating the Central Community Plan, a process that aims to establish a 15-year vision for the area, including guidelines for green space, business types, and housing developments.

The Planning Division, led by Director Nick Norris, remains responsible for reviewing applications like the Coachman Mixed Use proposal. The division manages various resources, including the Citizens Access Portal, which allows residents to research property information and track the progress of petitions in real-time.
