The Santa Clara City Planning Commission will hold a public hearing on Oct. 8, 2026, to consider several development and zoning proposals, including a new maintenance facility at Black Desert and significant updates to the city's hillside protection regulations.
Upcoming Planning Commission Meeting
According to a notice issued by the City of Santa Clara on Sept. 29, 2026, the Commission is scheduled to meet at 5:30 PM on Thursday, Oct. 8, 2026. The meeting will take place in the City Council Chambers, located at 2603 Santa Clara Drive, Santa Clara, Utah 84765.
Black Desert Maintenance Facility
One of the primary items on the agenda involves a proposed PDR Amendment and Site Plan application for a permanent maintenance facility located at Black Desert. The project, proposed by Enlaw LLC, involves a 3.23-acre site.
The proposed development includes the construction of a maintenance office building, a mechanics building, and a landscape building. Additionally, the site plan calls for a building intended for golf cart and equipment storage. According to the city, the project will also require various site improvements, including street improvements, parking, landscaping, and fencing.
South Village Lot Consolidation
The Commission will also consider a Partial Plat Amendment for Lots 24 and 25 within the South Village @ Black Desert Subdivision. The application, submitted by Brandon Anderson of Rosenberg Engineering, seeks to modify the current lot configuration.
The property owner is requesting approval to remove the common lot line between these two adjoining lots. The goal of the amendment is to consolidate the two parcels into a single, large building lot.
Hillside Protection Code Updates
A third major item for consideration is a complete update to Chapter 17.80, the Hillside Protection Overlay Zone. The City of Santa Clara noted that this section of the city code has not been updated since 2008.
Under the proposed amendment, Chapter 17.80 would be renamed and restructured as the Sensitive Area Overlay Zone, replacing the original Hillside Protection Overlay Zone.
Public Participation and Accommodations
The City of Santa Clara is encouraging citizens to attend the Oct. 8 meeting to express concerns regarding these proposed actions.
