A Framework for Campus Growth
The university's approach to campus growth involves a hierarchical planning structure. The 2008 Campus Master Plan established a twenty-year timeframe to guide efficient campus development across a 1,500-acre area. This larger plan is bounded by Salt Lake City urban development to the west and south, and the Wasatch Mountains to the north and east. The area includes academic, research, athletics, and recreation functions, as well as the Health Sciences Center located east of Mario Capecchi Drive and Research Park located south of Red Butte Creek.
Addressing Localized Needs
Because the 2008 Master Plan was designed as a high-level overview, it did not have the capacity to address specific issues within distinct campus areas or create a clear road map for implementation. To bridge this gap, the university developed Precinct Plans for individual areas to address the unique needs of different campus neighborhoods. The Southwest Campus Precinct Plan was created to subdivide the larger vision into more manageable pieces that can be absorbed within individual projects.
Transformative Campus Projects
The Southwest Precinct Plan identifies several transformative projects that are central to the area's evolution. These include the Stadium Mixed Use Project, the Universe Project, and the Stadium TRAX Link, which is intended to create a pedestrian corridor from the stadium TRAX stop to the Marriott Library. Additionally, the plan encompasses the Science Yard and addresses specific infrastructure needs such as a central chiller plant.
Status of Expansion Projects
As of the June 2012 precinct plan, several expansion projects were already in various stages of development. The Chemistry Expansion was under construction, the College of Law had completed programming and was in the design phase, and planning for the central chiller plant had begun. The Universe Project had also transitioned into a formal development project. These efforts are intended to support the university's mission of teaching, research, and public life.
Infrastructure and Navigation
The precinct plan also outlines specific logistical and infrastructure elements to improve campus navigation and utility. This includes defining primary, secondary, and tertiary pedestrian and automobile paths. For example, the plan identifies a primary pedestrian path from the Stadium TRAX stop to the Marriott Library and a primary transit stop on the west side of the Stadium Lot. The plan also addresses surface parking in the Stadium Lot, east of the Law School, and east of the Fieldhouse, while identifying parking structures near the Chemistry Building.
