The Greater Salt Lake Municipal Services District continued its role as a provider of municipal services for several communities in Salt Lake County. The district serves a total population of 8ly,677 people, including the Town of Brighton, Copperton, Emigration Canyon, City of Kearns, Magna, City White City, and unincorporated Salt Lake County.
District History and Formation
The district's history involved a November 2015 General Election where voters in Copperton, Emigration Canyon, Kearns, Magna, and White City voted to become metro townships served by the MSD. During that election, voters in unincorporated islands also chose whether to remain in unincorporated Salt Lake County and receive services from the MSD.
Recent Legislative Changes
The Town of Brighton later incorporated as an MSD member in January 2020. In February 2024, House Bill 35 passed in the Utah Legislature, which removed the term metro township so that the community would be recognized as a city.
Governance and Administrative Support
The MSD is governed by a Board of Trustees composed of five mayors and two council members from the member communities. The district provides administrative support including human resources, finance and budgeting, information technology, communications, legal, and economic development services.
Range of Municipal Services Provided
Municipal services provided through the district include planning and zoning, business licensing, and code enforcement. Certain services are performed by MSD employees or under contract with Salt Lake County or third parties, such as animal services, parks maintenance and operation, and public works tasks including street maintenance, snow plowing, and storm drain management.
Excluded Public Safety Services
The MSD does not provide police, fire protection, or sanitation services.
