Wales Town has implemented new culinary water rates and fees to fund system improvements and meet requirements for state financial assistance. According to Ordinance 2026-02, the changes were set to take effect July 1, 2026.
The ordinance was adopted by the Mayor and Town Council on June 25, 2026. The measure was prompted by increasing costs for managing and operating the culinary water system and the need for upgrades. The Town Council noted that a water rate and budget analysis indicated a need for additional revenue for the Water Enterprise Fund to qualify for project funding from the Utah Division of Drinking Water.
Under the new structure, monthly base rates for all users are $50.00 for 5,000 gallons. Overage rates include $2.25 per 1,000 gallons from 5,001 to 20,000 gallons, $3.50 per 1,000 gallons from 20,001 to 40,000 gallons, $4.75 per 1,000 gallons from 40,001 to 60,000 gallons, and $8.00 per 1,000 gallons for usage exceeding 60,000 gallons. Bulk water sales are set at $20.00 per 1,000 gallons.
The ordinance also includes provisions for the base water rate to increase by $2.00 each fiscal year to account for inflation until the ordinance is replaced. New service fees include $2,500.00 for a 3/4" hook-up and $2,800.00 for a 1" hook-up, though these do not include impact fees or extra charges for unusual circumstances.
The town established penalties for delinquent payments, including a $10.00 late fee after 10 days and a $25.00 fee for a 24-hour notice. The municipality maintains the right to discontinue service following a five-day written notice and a 24-hour shut-off notice. Restoration of service requires payment of the delinquent bill, a reconnection fee, a $100.00 water deposit, and a new application for service.
