Eagle Mountain City Council Meeting September 1: What's on the Agenda

The Eagle Mountain City Council meets Tuesday, September 1, at the City Council Chambers, 1650 E. Stagecoach Run. The work session begins at 4 PM, followed by the policy session at 7 PM. Residents are invited to attend, and time is set aside for public comment during the policy session.

Work Session (4 PM)
The Council will hear five discussion items: a discussion of the Eagle Square commercial sign, a review of home business standards, a community garden presentation, a look at the Utah Wellbeing Project survey results, and a discussion of the City's annual community survey. Discussion items are for information only and do not require Council action. The Council will then hold its regular agenda review, hear City Manager information items, and adjourn to a closed session before the evening meeting.
Policy Session (7 PM)
Two items will include public hearings tonight, giving residents a chance to weigh in:
Retaining Wall Construction Standards — An ordinance repealing and replacing Municipal Code 17.60.130, presented by City Engineer Vince Hogge. The amendment adds detailed design requirements for retaining walls and clarifies building permit requirements, field inspections, and allowable retaining wall locations.
Pinnacles Rezone and Master Development Agreement Amendment — An ordinance rezoning three parcels along Aviator Avenue, totaling roughly 13.76 acres, from Commercial Neighborhood to Agriculture, and amending the Pinnacles Master Development Plan and Master Development Agreement. The request, submitted by Andy Flamm, would also change the future land use category from Neighborhood Residential 1 to Agriculture, Ag/Rural Density 1, or Open Space – Natural as deemed appropriate. Senior Planner Robert Hobbs will present.
Property Tax Allocations
Director of Legislative and Strategic Affairs Evan Berrett will present an ordinance enacting Municipal Code Chapter 3.50, which would direct property tax revenues toward approved public safety expenditures. The chapter also establishes funding requirements and an annual review process to guide future property tax rate considerations.
Other Items to Watch
The Council will hear an update on the city's legislative priorities list, along with liaison reports, the July 2026 monthly budget report, and a look at upcoming agenda items.
Consent Agenda
The consent agenda includes several items that will be approved together unless a Councilmember requests that one be pulled for separate discussion:
Minutes — Approval of minutes from the August 18 regular meeting and the August 26 special session.
North Utah County Aquifer Council — A resolution for the City to become an official member of the North Utah County Aquifer Council (NUCAC), a regional body focused on managing and protecting the shared groundwater supply.
Brylee Farms Phase B — A resolution approving the second amendment to the Brylee Farms Phase B Development Agreement.
Youth Council Term Limits — An ordinance amending Municipal Code 2.45.010 regarding term limits for Youth Council members.
Land Disposals — An ordinance amending Municipal Code Chapter 3.30, which governs how the City disposes of City-owned property.
Gateway Park Phase 3 — Approval of the preliminary plat for Gateway Park Phase 3.
White Hills 4MG Tank — Change Order #3 finalizing true-up costs for the White Hills 4-million-gallon water tank project.

How to Participate
Public comment is welcome during the policy session. In accordance with the Americans with Disabilities Act, the City will make reasonable accommodations for participation—call the City Recorder's Office at 801-789-6611 at least three working days before a meeting.
Public comments may be submitted online before the meeting begins. Online submissions must be received by 4 PM on the day of the meeting. If you would like to speak about an item that is not listed on the meeting agenda, you may do so during the public comment portion of the meeting.
If you would like to comment on a specific agenda item, please wait until that item is called. The Mayor will invite public comment during the designated public hearing or public comment period. This helps the meeting stay organized and ensures your comments are heard as part of the official record.
