William (Bill) Hicks has been named the 2026 Price City International Days Citizen of the Year, a community honor recognizing his dedication and service to the Price area. Hicks, who owns and operates Farlaino’s Café, will be celebrated during the festival's opening ceremonies and Grand Parade.
A History of Community Service
According to a post from the City of Price, the Citizen of the Year is a local resident nominated by the community for their commitment to making the community stronger. Hicks was selected for his leadership, passion for community unity, and his dedication to supporting local business and service.
In addition to his work at Farlaino’s Café, Hicks serves the community through several local roles. He is a member of the local Tax Advisory Board, the hospital’s Patient and Family Advisory Council, and the Grad Night Committee, which supports local students and community initiatives.
Culinary Career and Relocation
Hicks’ journey to business ownership began after a culinary career that spanned several major cities. Originally from Great Falls, Montana, and an alumnus of Montana State University in Bozeman, Hicks developed his skills working at establishments such as Red Robin, Planet Hollywood, and Gordon Biersch.
He later served as a Sous Chef at Planet Hollywood in San Francisco and worked at Pasta Pomodoro. After a period of working for the American Red Cross, Hicks moved to Utah in 2007. Following a stint in Moab, the Hicks family relocated to Price in 2019 to be closer to family.
Business Ownership and Leadership
Hicks took ownership of Farlaino’s Café on Main Street in March 2024 from its retiring owner. The restaurant, which serves Italian and American dishes, has become a community gathering place under his leadership.
His commitment to professional growth is evidenced by his participation in the inaugural Eastern Leaders Academy in 2023. The academy, hosted by Utah State University Eastern, is a nine-month leadership development program designed to help emerging leaders in Carbon and Emery counties become community changemakers.
Upcoming International Days Festival
The recognition comes as Price prepares for the 2026 Price City International Days Festival. The city-sponsored event, presented by the Price Municipal Corporation, is scheduled to take place from August 5 through August 8 at Washington Park.
The festival is a free event designed to celebrate cultural diversity and foster unity among residents of various backgrounds and nationalities.

The Price City International Days Festival will feature events starting at 12:00 p.m. on August 5, 6, and 7, with programming continuing at 8:00 a.m. on August 8. The festival aims to provide an inclusive and enriching experience for all attendees through its diverse programming.
