The Ballard Planning Commission met on Tuesday, July 7, 2026, to address new business regarding local land use. During the meeting, officials discussed the proposal for the Miller West Pad, a new horizontal oil and gas pad located on the Ronnie Miller property.
Andrea Gurr, representing Uintah Wax, presented the proposal for the Miller West pad. The site is located immediately west of the previously approved Super Pad and Sage Pad.
According to meeting minutes, the proposed pad would utilize the same conditions, access point, and turn-lane improvements as existing pads. The proposal included the addition of a signed waiver from a property owner within a 1,000-foot radius and the installation of directional signage to guide oilfield traffic to the correct pad locations.
Following a public hearing, the commission voted to approve the Conditional Use Permit (CUP) for the Miller West Pad and recommended the approval to the City Council.
The meeting also included the annual Open and Public Meetings Act Training, which was attended by Chairman Joe Allred, Mark Redmond, Leah Bastian, and Kay Burgess. The meeting adjourned at 6:30 pm.
