The Utah Emergency Management Association (UEMA) is maintaining its professional certification and membership programs, which include upcoming application deadlines for the Utah Certified Emergency Manager designation on September 30.
Emergency Management Certifications Update
The Utah Certified Emergency Manager (UCEM) and Utah Associate Emergency Manager (UAEM) designations are professional certifications co-sponsored by the UEMA and the Utah Division of Emergency Management (DEM). These programs were created to promote professionalism within the state's emergency management discipline.
According to the UEMA, the certification process was updated in 2024 to simplify application materials. The current process begins with a Notice of Interest form, which provides applicants with tools to complete their submissions.
Streamlined Application Requirements
The certification program offers reciprocity for individuals who have already achieved certification through the International Association of Emergency Managers (IAEM).
Key updates to the application process include moving document uploads online, accepting credit card payments for application fees, and reducing the required number of reference letters from three to one. The UEMA also noted that proof of high school education no longer requires the physical upload of a diploma or transcript.
Candidate Eligibility Criteria
Candidates seeking UCEM certification must provide independent verification of several criteria, including at least three years of work history and 75 hours of emergency management training alongside 50 hours of general management training. The training must include PDS and NIMS.
Additional requirements for applicants include proof of disaster experience, involvement in at least two planning processes, and evidence of five professional contributions, such as leadership roles, teaching, or legislative dialogue.
Membership Tiers and Benefits
The UEMA offers various membership tiers, including a basic annual membership for $80 and a student membership for $35. The student option is available to full-time students not currently working in the industry for up to four years, though they are ineligible to serve on the UEMA Board or as a mentor.
For retired professionals who have contributed to Utah's emergency management, the association provides a no-cost Emeritus Membership.
Annual Conference Details
The 2026 UEMA Conference was held from May 14-15, 2026, at the Uintah Conference Center in Vernal, Utah. The event, themed "No One Responds Alone," included pre-conference training held from May 12-13 and featured networking events such as an EM Casino Night.
Membership in the association provides a discounted conference fee of $299.
Program Status
The Utah Emergency Management Professional Certification Program remains strictly voluntary and is not intended to function as a requirement for legislative or grant purposes.
