TAYLORSVILLE, Utah (ABC4) — A Utah attorney with decades of experience in litigation and risk management is stepping into a new leadership role with the state. Marvin Dodge, the Utah Department of Government Operations Commissioner has appointed Dennis Flynn as the new state's risk manager and director of the Utah Division of Risk Management.
