NOTICE IS HEREBY GIVEN that Westside Investments LC, through Amy Roskelley, filed a petition

with North Ogden City proposing annexation of approximately 208.96 acres into North Ogden City.

The petition was certified by Rian-Paige Strand, City Recorder, on September 23, 2026.’

PROPOSED ANNEXATION AREA

The proposed annexation consists of unaddressed bench land generally north of North Ogden Cove,

extending along Nebo Avenue toward the U.S. Forest Service boundary. The area lies in portions of

the Southwest Quarter of Section 15, the Southeast Quarter of Section 16, and the Northeast Quarter

of Section 21, Township 7 North, Range 1 West, Salt Lake Base and Meridian.

Parcels: 160420002, 160420003, 160080016, 160080004, 160080009, 160080012, 160080011,

160080024, 160080023, 160080003, 160080027, 160080022, 160070003, 160080029, 160080015,

and 160070009.

PETITION AVAILABLE FOR REVIEW: The complete annexation petition is available for inspection and

copying at the Office of the City Recorder, 505 East 2600 North, North Ogden, Utah 84414. An

electronic copy of the notice packet, annexation plat, and legal description may also be requested

from the City Recorder.

IMPORTANT - PROTEST DEADLINE: OCTOBER 23, 2026, AT 5:00 P.M.

North Ogden City may grant the petition and annex the area described above unless, no later

than October 23, 2026, at 5:00 p.m., a written protest is filed with the Weber County

Clerk/Auditor for delivery to the Weber County Boundary Commission, and a copy is delivered

to the North Ogden City Recorder on the same date.

How to file: Utah Code § 10-2-810 requires a protest to be filed with the Weber County

Clerk/Auditor, who delivers the protest to the Boundary Commission. File at 2380 Washington

Boulevard, Suite 320, Ogden, Utah 84401.

Copy to City Recorder: On the same date, deliver or mail a copy to Rian-Paige Strand, City

Recorder, North Ogden City, 505 East 2600 North, North Ogden, Utah 84414.

Required contents: The protest must state each reason for the protest and the justification for the

protest, include information required by the Boundary Commission or considered relevant by the

protestor, and include the name and address of a contact person.

WHO MAY FILE A STATUTORY PROTEST

Under Utah Code § 10-2-810, a protest may be filed only by:

• the legislative body or governing board of an affected entity;

• an owner of rural real property located within the proposed annexation area; or

• an owner of private real property located in a mining protection area.

Please note: Receiving this notice, owning property near the proposed annexation, or generally

objecting to the annexation does not by itself create a statutory right to file an annexation protest.

The Weber County Clerk/Auditor will determine whether a submitted protest meets the statutory

requirements.

Questions about whether a person or entity qualifies to file a statutory protest may be directed to the

Weber County Clerk/Auditor.

If no timely protest is filed, the North Ogden City Council may continue consideration of the

annexation petition, subject to the required public hearing and all other applicable requirements of

Utah law.

the full legal description for the proposed annexation area.
