Altura Proposal and Westside Investments Annexation

Status: Under review

Last updated: September 24, 2026

Westside Investments LC has petitioned to annex approximately 208.96 acres of privately owned bench land north of North Ogden Cove. The proposed annexation area is part of a larger Altura development proposal. The City has not approved the annexation or the proposed master development plan.

This page provides the current public documents, explains which decisions are still ahead, and shares answers as City reviews are completed. Documents submitted by an applicant describe a proposal; they do not represent City approval.

Current Plan and Draft Agreement

Planning Commission - September 2, 2026    Discussed the broader Altura master plan and development agreement. The September 8 staff report says no recommendation was made at that meeting.

City Council - September 8, 2026            Accepted the Westside Investments annexation petition for further consideration. That action did not approve annexation or the development plan.

Planning Commission - September 16, 2026            The amended agenda listed both the Altura master plan/agreement and the Westside Investments annexation petition for public hearing and recommendation. I have confirmed they were on the agenda, but have not confirmed the discussion or outcome from minutes or a recording.

City Council - September 22, 2026                           Discussed Altura during Council comments, including what might happen under existing zoning, proposed amenities, and traffic concerns. It was not an Altura approval item that night.
