During their regular meeting on July 14, members of the Cache County Council voted to create a regional Recreation Center Feasibility Study Committee.
As described in Resolution 2026-25, the committee will serve as a directing body for architects, consultants, and third-party experts involved in the recreation center study effort. The panel is also tasked with exploring needs, constraints, and factors related to establishing and operating a countywide recreation system.
Council Member Keegan Garrity moved to approve the resolution, with Council Vice-Chair Kathryn Beus providing the second. The motion passed with only Council Member David Erickson voting in opposition.
Addressing concerns from Council Member Nolan Gunnell regarding the use of tax dollars for the committee, council policy analyst Andrew Erickson noted that Cache County began a contract with VCBO Architecture in January 2025 to conduct Phase 1 of the feasibility study. Funding for this study comes from allocations from the Restaurant, Arts, Parks and Zoos Tax accounts managed by county officials.
While an ad hoc citizens committee has previously assisted VCBO consultants, Council Chair Sandi Goodlander stated that a semi-official presence is now required to guide the second phase of the study.
The study panel will consist of one to three members of the Cache County Council and up to six advisory members appointed from across the county. To ensure diverse representation, the committee will include one advisory member from Logan, one from unincorporated areas, and two members each representing municipalities in the north and south ends of Cache Valley.
The committee aims to deliver a final feasibility report by March 1, 2027. This report will detail potential site locations, estimated budgets, proposed amenities, and recommended organizational methods for the recreation system. Andrew Erickson emphasized that any recommendations made by the committee will be preliminary and advisory.
