Grantsville City officials have moved forward with several land use changes, including a major rezoning of 17.782 acres for commercial use along Matthews Lane and a 117-acre planned unit development in Mack Canyon. These recent developments follow a series of municipal decisions regarding residential and commercial zoning that began in May 2025.
Matthews Lane Commercial Expansion
Matthews Lane Commercial Development
The Grantsville City Council approved Resolution 2025-34 on May 7, 2025, to rezone approximately 17.782 acres of property fronting Matthews Lane. The decision, which was made at a regular meeting held at City Hall, transitioned the land from a Multi Use (MU) designation to a General Commercial District (C-G).
Commercial Viability Goals
The rezone was intended to solidify the commercial character of the area and ensure long-term viability for the frontage lots, as contemplated in a previously approved development agreement. During the May 7, 2025, meeting, Zoning Administrator Shelby Moore explained that the rezone was meant to reaffirm the commercial nature of the area. The council's vote to approve the resolution was unanimous, with council members Heidi Hammond, Jacob Thomas, Jolene Jenkins, and Jeff Williams voting in favor, and Mayor Neil Critchlow presiding.
Center Street Rezoning
Residential and Commercial Rezoning
In addition to the Matthews Lane project, the city has approved several other zoning amendments. On January 7, 2026, Mayor Heidi Hammond signed Ordinance 2026-03, which rezoned property at 15 North Center Street and 9 North Center Street from a Multiple Residential District (RM-15) to a Neighborhood Commercial District (C-N). This change was intended to allow for neighborhood-scale commercial uses compatible with surrounding land uses.
Main Street Commercial Use
The city also approved a rezone for Shelton Ross on March 4, 2026, via Ordinance 2026-13. The ordinance rezoned property located at approximately 519 W Main Street from an Agricultural (A-10) designation to a Shopping Commercial District (C-S). The application for Ross Land Storage LLC described the intended use as secure RV and trailer storage, noting the business would operate during standard weekday hours from 8 a.m. to 5 p.m. with an estimated 2 to 3 customers per day.
Large Scale Residential Planning
Mack Canyon and Stansbury Shadows Projects
Large-scale residential developments continue to shape the city's landscape. A Planned Unit Development (PUD) application for the Mack Canyon area, involving 117 acres and a total of 170 lots, was submitted by developer Paul Linford. The project, which includes lot sizes of approximately 0.25 acres, is currently under review for its impact on the local area.
Stansbury Shadows Amendment
In a separate residential development, a plat amendment was filed on December 9, 2025, for the Stansbury Shadows Phase 3 Minor Subdivision. The amendment, submitted by developer Rick Phelps, involves a 2.06-acre site located at 256 S Liberty Landing. The proposal includes a second amendment to the existing subdivision to adjust the layout of the two lots within the development.
