The Tooele City Council and the Redevelopment Agency (RDA) scheduled a work meeting for Wednesday, September 2, 2026, at 5:30 p.m. according to a public notice published August 28. The meeting is set to take place in the Tooele City Hall Council Chambers at 90 North Main Street.
The meeting agenda includes a discussion regarding the history of the Industrial Service (IS) zoning district and possible amendments to the Industrial, Light Industrial, and Industrial Service zoning districts concerning permitted land uses. Community Development Director Andrew Aagard is scheduled to present this item.
Other discussion items include a sewer bond discussion presented by Jason Burningham of LRB Public Finance Advisors, a water discussion regarding interior depletion presented by City Engineer Paul Hansen, and a discussion on the proposed Broadway RDA presented by Economic Development Director John Perez.
The agenda also features a proposed City Code text amendment request from Perry Commercial. The request seeks to amend Tooele City Code 7-16a-3 regarding Residential Special Districts Eligibility and Size. Specifically, the applicant, Jake Finlinson of LH Perry Investments, LLC, is requesting to amend minimum land requirements necessary to qualify for a Commercial Special District and to ensure compliance with the General Plan Land Use Map.
The proposed amendment would allow for a Commercial Special District to consist of non-contiguous properties if the aggregate size is larger than 125 acres. Additionally, the amendment seeks to correct a typo in the code by changing the word Residential to Commercial.
The Planning Division has reviewed the text amendment request and stated the request is sound, noting that the number of such districts in Tooele City would likely remain limited due to the lack of available large commercial parcels. The meeting will also include a closed session regarding litigation, property acquisition, and personnel.
