The Salem City Council is scheduled to convene for a work session and regular meeting on Sept. 16, 2026, to address several municipal items including drinking water impact fees and proposed updates to transportation infrastructure plans. The meeting, held at the Council Chamber at 30 West 100 South, will include a public hearing and decisions on several administrative matters.
Work Session Agenda Items
A work session beginning at 5:30 p.m. will focus on several key municipal discussions. According to the city's agenda, officials will discuss Inland Port mapping and assignment areas, as well as the impact of drinking water, pressurized irrigation, and storm drain impact fees. Additionally, the council will hold a discussion regarding side setbacks for structures measuring 200 square feet or less.
Regular Meeting and Public Hearing
The regular council meeting is slated to begin at 7:00 p.m. Following the opening volunteer motivational message and the pledge of allegiance, the council will hear reports from the Youth Council and the Salem Chamber. A primary focus of the evening's agenda involves a public hearing regarding updates to the Transportation Impact Fee Facilities Plan (IFFP) and the Transportation Impact Fee Analysis (IFA). Following the hearing, the council is expected to make a decision regarding these transportation fee updates.
Administrative Decisions and Closed Session
The meeting agenda includes several decision items for the council, including the approval of meeting minutes from Sept. 2, 2026, and the approval of bills for payment. The session is expected to run until approximately 10:30 p.m. Officials also noted that the council may enter a closed session to discuss matters permitted under Utah Code Annotated §52-4-205, such as pending litigation, the purchase or lease of real property or water, or the professional competence or health of an individual.
Departmental Reports
Various department directors are scheduled to provide reports during the meeting. These include City Manager Matt Marziale, Public Safety Chief Greg Gurney, Building Director Steve Cox, and City Attorney Walter Bird. Other reporting directors include Lisa Webster (City Planner), Jeffrey Nielson (Finance/Recorder), Adam Clements (Electrical Director), Bradey Wilde (Engineering Director), John Bowcut (Fiber Director), Jen Wright (Recreation Director), and James Thomas (Public Works Director).
Council Member Oversight
Individual council members will also provide reports on their respective areas of oversight. Mayor Cristy Simons will report on finances, budget, city employees, Miss Salem, the UMPA report, public safety, economic development, UCCG, MAG, and MPO. Councilperson Tim De Graw will cover ULCT, fiber, the Utah Lake Committee, sewer treatment plant/collections, community development, and MAG Alt. Councilperson Cynthia Deveraux Rees will address the library, solid waste/recycling, Memorial Day, Pond Town Christmas, and Kindness Creates Peace at Mt Loafer Elementary.

Councilperson Paul Taylor is scheduled to report on public works, Mt Nebo & SUVMWA, Kindness Creates Peace at Foothills Elementary, SUVSWD Alt, DRC Alternate, emergency preparedness, and the SUVPS Board. Councilperson Craig Sacco will cover parks and recreation, youth council, emergency preparedness, Kindness Creates Peace at Salem Elementary, and SUVMWA Alt/Mt Nebo Water Alt. Councilperson Delys Snyder will report on the SF/Salem Chamber of Commerce, Salem Business Network, DRC, UMPA Alt, and citizen education.

The Salem City Council meeting will be held at 30 West 100 South.
