Dennis Flynn has been appointed as the new state risk manager and director of the Utah Division of Risk Management, according to a press release from the Utah Department of Government Operations. Commissioner Marvin Dodge announced the appointment, noting that Governor Cox approved the decision.
Flynn has worked in the Utah Attorney General’s Office since 2015, most recently serving as counsel for the Division of Risk Management. His professional background includes 17 years as a civil and insurance defense litigator. Since 2022, he has served as general counsel to the Division of Risk Management, where he was involved in writing opinions, coordinating with the AG’s Litigation Division, and managing complex case details.
In his new capacity, Flynn expressed intentions to build upon the success of the state’s captive insurance companies to provide innovative coverage solutions for state entities. He stated a commitment to delivering service and helping customers navigate complex coverage needs.
Commissioner Dodge expressed confidence in Flynn's ability to lead the division. Dodge also acknowledged Rachel Terry, who had served as the state’s risk manager since 2023. Terry is moving to a new position at the Commissioner’s Office within the Utah System of Higher Education.
Flynn has served on the board of the Utah Defense Lawyers Association, including as a past president, and has been recognized by Utah Business Magazine among Utah’s Legal Elite.
