Sandy City Public Hearing and Public Comment Period

2025 Consolidated Annual Performance Evaluation Report and

Preparation for the 2027 Annual Action Plan

Community Development Block Grant

Notice is hereby given of a public hearing to be held before the Sandy City CDBG Citizens Advisory Committee on Wed., Sept. 16, 2026 at

approximately 5:00 p.m. The Committee will review and receive comments regarding the 2025 Consolidated Annual Performance Evaluation Report

(2025 CAPER) and community needs to be considered in preparation of the 2027 Annual Action Plan (2027 AAP). The meeting will be conducted both

in-person, in conference room #220 at City Hall (10000 S. Centennial Parkway), and via Zoom Webinar. To access the Zoom Webinar, see the webinar

Community Development Block Grant (CDBG) funds are primarily used to benefit low and moderate income households and persons through housing,

public facility, infrastructure, and public service projects. The 2025 CAPER is a year-end report of the expenditures and accomplishments of the City’s

CDBG funds for the 2025 program year (7/1/2025-6/30/2026). The draft 2025 CAPER will be available for review from Sept. 11, 2026 through Sept. 27,

2026 on the City’s website (https://sandy.utah.gov/community-development-block-grant-cdbg) , by request, and by hard copy at City Hall. The City is

also beginning to prepare an Annual Action Plan for the 2027 program year (7/1/2027-6/30/2028). The City anticipates that it will receive

approximately $350,000 in CDBG funds during program year 2027. Funding request applications for proposed projects in the 2027 program year will be

available on the City’s website. A pre-application must be submitted before Dec. 14, 2026 and the full application must be submitted before Jan. 11,

2027. The application will be available through the City’s website at https://sandy.utah.gov/community-development-block-grant-cdbg.

Utah Executive Order 2020-5 allows a public body to hold an electronic meeting, to “provide a means by which interested persons and the public may

remotely hear or observe, live, by audio or video transmission the open portions of the meeting.”

Attendees participating via Zoom Webinar may access the meeting through the link below (Option 1) or by phone (Option 2). Attendees wishing to

comment during the meeting must use Option 1 and have a microphone connected to their device (smart phone, laptop, desktop, etc.). Option 2 is for

listening only. All interested parties are invited to attend. The City will provide reasonable accommodations, including necessary interpretation, for all

• Click on “Join a Meeting”, in the top right-hand corner.

• Enter the Webinar ID (865 3372 0901) and the Password (645876).

• Register by providing your name and email.

• Select “Join Meeting in Progress” and then select “Open Meeting.”

• To make a comment: Select “Raise A Hand” in either the toolbar or the participant window.
