The Millard County Planning Commission met on July 9, 2026, to review a series of applications including zone changes and industrial amendments, according to a report published August 24.
The meeting, held at the Millard County Offices in Delta, involved discussions regarding agricultural rezoning, recreational vehicle park definitions, and large-scale energy projects.
The commission issued a favorable recommendation for a zone change application regarding 80 acres in Hinckley. The request, submitted by Eric and Bethany McGalliard, sought to change the zoning from Agriculture 20 to Agriculture to allow for 10-acre parcels.
Another application to amend the county code to include Recreational Vehicle Parks as a conditional use was moved to a work meeting. Commission members expressed the need for further discussion regarding infrastructure requirements and the ability of the county to enforce regulations for such a use.
The commission also issued a favorable recommendation for a text amendment involving a new overlay zone for Large-Scale Energy Projects, covering solar and wind energy systems. Additionally, a conditional use permit for a major solar energy system near Delta was recommended for approval with conditions, including dust mitigation and specific setbacks from public rights of way.
A request by ARES Strategic Mining Inc. and Provo Mining & Construction Inc. for an industrial manufacturing amendment was continued. The commission requested independent reviews, engineered pond plans, and lake protection monitoring details before making a recommendation.
Other approvals included a conditional use permit for open/outdoor storage located north of the Millard/Beaver line and a permit for a wireless telecommunications site near Old Highway 6. The meeting adjourned at 9:48 pm.
