The Tooele City Library Board of Directors is composed of citizens selected based on their fitness for the office. The board consists of no fewer than five and no more than nine members, with a limit of one City Council member serving on the board at any given time.
Directors serve in these roles without compensation. All appointments are made by the Mayor following the consent of the City Council.

According to City Code Title 2 Chapter 1, the board functions as an advisory body to the city leadership.
Current board members include Malcolm Walden and Chennelle Roth, both of whom have terms expiring on June 30, 2027. Crystal Larmore and Julie Brough are serving terms that expire on June 30, 2026.
Additional members include Denece Hall, Jesi Lloyd, and Kalani Mascherino, with all three having term expirations set for June 30, 2028. Melodi Gochis is also listed as a member of the City Council.
