The commission reviewed potential amendments to Enoch City Code 12.1400.1402–1403 concerning permitted and conditional uses in the R-1-18 zone. City Manager Ryan Robinson noted that the R-1-18 zone is the largest by land area in the city and is intended for low-density, single-family neighborhoods.
Discussions included the definition of private-use solar energy systems and the classification of households with multiple dogs. Commissioners addressed concerns regarding the parking of heavy commercial vehicles in residential zones, with officials suggesting that home occupation permit standards and off-street parking ordinances may require future review. A public hearing to consider these zoning amendments was scheduled for July 28, 2026.
The commission also reviewed proposed changes to the annexation policy plan. City Manager Robinson explained that the updated plan includes new provisions regarding community character and population projections for the year 2045. Projections for the city's population range from a conservative estimate of 14,200 residents to a historic-trend projection of approximately 18,800 residents.
Ongoing discussions regarding annexation include negotiations with Iron County regarding the Stephenville Ditch and coordination with the Coal Creek community. The city is also exploring requirements for property owners within the annexation declaration area to seek a response from the city before pursuing county development approval.
In public works updates, officials reported ongoing drilling on a new water well and work on Dog Park Road. Additionally, it was noted that the city's Fourth of July celebration saw strong attendance, including approximately 275 children participating in activities at the park.
