The Jordan Valley Water Conservancy District (JVWCD) announced a Request for Statement of Qualifications (RFSOQ) to provide bond counsel services. The district is soliciting submissions from qualified firms for a contract intended to last five years, beginning immediately.
Submissions must be received by 5:00 p.m. (MDT) on July 31, 2026. The district noted that late submissions will not be considered, regardless of the mailing date.
The scope of work involves providing services pertaining to any and all bond transactions during the contract period. JVWCD expressed interest in accessing a full finance team as it evaluates potential bond issuances, including refunding opportunities.
Evaluation of submissions will be based on a 100-point scale. The criteria include the firm's qualifications and expertise, the responsiveness of the proposed work plan, past performance with public sector entities, and the identification of any potential conflicts of interest. A fee proposal will be requested from the highest-scoring firm following the review process.
The district established a timeline for the selection process, with the review of qualifications scheduled to take place between August 3 and August 24, 2026. Fee negotiations are slated for late August, with the contract award expected to be an agenda item at the JVWCD Board Meeting on September 9, 2026.
As a Utah political subdivision, JVWCD serves approximately 775,000 people directly and 320,000 people indirectly through its wholesale and retail water services across the Salt Lake Valley and northern Utah County.
