Millcreek is proposing the establishment of an Emergency Response Fund to support residents in crisis, according to a study published July 22.
The proposed fund would provide up to $20,000 in monetary appropriations to assist individuals facing basic needs crises, such as losing a job and being unable to pay rent. The funding is intended to support recipients for a limited time.
The study, conducted by Bonneville Research, was intended to provide the Millcreek City Council with information required by Utah Code Section 10-8-2 regarding the acquisition and disposal of property. Under this code, the City must complete a study before awarding grants to nonprofit organizations to ensure the appropriation is necessary and appropriate to accomplish City goals.
Millcreek officials indicated that the fund aligns with strategic plan objectives to respond to community needs and concerns in a professional and respectful manner. While the grant conditions prohibit openly advertising the funding, the funds would be available to individuals in need upon request.
The analysis concluded that the appropriations are necessary and appropriate to accomplish public purposes in areas such as economic development, job creation, and job preservation. The study found that the City would receive adequate benefit in return for the appropriated resources, aimed at enhancing the safety, health, prosperity, or convenience of Millcreek inhabitants.
