The Roosevelt City Council held a meeting on August 4, 2026, to address several municipal items, including infrastructure updates and pending permits. Mayor Nile Mathisen presided over the meeting, which included discussions on engineering projects and local traffic concerns.
A conditional use permit for SM Energy was postponed by the council to allow for the completion of the Planning Commission process. The item is expected to be rescheduled for a future meeting. Additionally, Al Kettle reported that the SM Energy well pad and a separate frac pad for remote fracking operations were discussed during a Planning and Zoning meeting.
Jeff Baker of Jones & DeMille provided an engineering update regarding the 1000 South project. The Perco Rock contractor is scheduled to begin construction activities, including site clearing and the installation of stormwater protection measures. Property owners have been notified of the project, and invoices are being prepared for Roosevelt City and Duchesne County regarding matching-fund contributions.
Baker also noted progress on the Ballard gun range project. While the range remains closed, reopening is anticipated by late August or early September, though no official date has been set.
Council Member Steve Secrest addressed speeding concerns on 1000 North. The sheriff's office will provide pricing for a radar speed-display sign, which has proven effective in reducing speeding based on traffic studies. Other options discussed to address the issue include increasing patrol coverage or using both a radar sign and increased patrols. The sheriff will provide cost estimates for adding a part-time or full-time officer, noting that the community is guaranteed an officer for 40 hours per week.
Other reports included a notice from County Commissioner Willis Lefevre regarding a public hearing for the Council Form of Government held at the Ballard City Office on Thursday, August 6. Mayor Mathisen also reported that weed abatement letters were sent and progress has been made on weed removal at affected properties.
