The Cedarview Montwell Special Service District held a board meeting on Wednesday, July 22, 2026, to address several administrative and operational matters. According to meeting minutes, the board discussed new water connection policies, reviewed budget expenditures, and addressed pending agreements with Roosevelt City.
The board discussed establishing a policy for customers who purchase a water connection but delay connecting to the system. Under the proposed concepts, customers would have nine months after purchasing a connection before monthly water service charges begin. After this period, customers must pay regular monthly fees regardless of whether they have physically connected. Staff was directed to prepare draft language for a policy that addresses non-use fees, refund provisions, delinquency procedures, and connection forfeiture.
Regarding budget and expenditures, the board reviewed bills and noted that legal and audit expenses exceeded the original budget due to a federally required Single Audit. The board also discussed improving oversight of maintenance purchases and obtaining better pricing for materials by researching supplier options and establishing purchasing accounts with vendors such as Winn-Nelson, Ferguson, and Standard Supply.
The board reviewed the status of agreements with Roosevelt City. Officials noted that the North Crescent Wheeling Agreement returned by the city did not contain previously negotiated revisions, including updated payment amounts for wheeling costs and additional fees for tank maintenance. The board expressed a desire to finalize the North Crescent Wheeling Agreement before proceeding with other agreements, such as the Sharmel Acres / Chapman Subdivision proposal, which requires further legal review regarding district boundary adjustments.
Additionally, the board authorized Moon Lake to proceed with the connection for the Victory Pipeline pump station following a review by Sunrise Engineering. The board also noted that the district will not be affected by proposed State of Utah drinking water system fees during 2026 based on current water usage.
