The Toquerville City Council adopted several ordinances on May 20, 2026, according to a report published July 20. The legislative actions included zoning amendments, development agreements, and the imposition of a local option sales and use tax.
The council approved Ordinance 2026.07, which amends the official zoning map for Tax ID T-125-H from Agricultural A-1 to Agricultural A-0.5 District. Additionally, Ordinance 2026.08 and 2026.09 approved a pre-annexation and a development agreement between Toquerville City, Solara Communities, LLC, and RE Developers, LLC for the Solara project located on Tax ID 3151-A-1-HV. The Mayor was authorized to execute these agreements.
New regulations were established regarding nightly rental licenses and city code amendments. Ordinance 2026.10 specifies that city standards capping nightly rental licenses will not apply to developments where rentals are specifically authorized in a development agreement approved through the required legislative process. Under such agreements, the terms and number of rentals will be governed by that specific agreement.
Furthermore, Ordinance 2026.11 amended and restated Title 10, Chapter 19D, Section 16 of the Toquerville City Code to update requirements for improvement completion assurance and clarify obligations for installation and warranty.
Finally, Ordinance 2026.12 imposed a local option sales and use tax pursuant to Utah Code Section 59-12-2215. This ordinance provides for the tax rate, the effective date, and the use of revenues.
