Nibley City released a series of questions and answers on August 31 regarding the Request for Proposal for the design of Phase 1 of the 1200 West City Park - East. The documents provide clarification on budget, site features, and the scope of work for the project's concept and design phase.
The city has budgeted $25,000 to develop concept plans for the first phase of the park. Additionally, the City Council has preliminarily budgeted $1 million to design and construct Phase 1 of the 1200 West City Park - East.
Phase 1 encompasses approximately 7.6 acres of the park. This area includes roughly 6 acres outlined in the Nibley Parks, Recreation, and Open Space Master Plan, along with an additional 1.6 acres located just north of the Master Planned area. The selected consultant is expected to provide phasing recommendations for the construction of these 7.6 acres based on budget and grant opportunities, while also recommending how future portions of the park will connect, specifically regarding safe crossing of 1200 West.
The project includes the consideration of restrooms, which the Nibley Parks and Recreation Master Plan includes for the park. In previous park projects, the city has utilized prefabricated restrooms.
An open ditch or canal is located on the 7.62-acre site. Additionally, a Nationwide Permit (NWP) exists for the single-family residential development to the north that includes discussion of the wetland on the northeast corner of the northern area of the park; this may be shared with the selected consultant.
The selected consultant will be required to prepare at least three concept plans by referencing the Master Plan, Fall USU LAEP student concept plans, and staff notes. These plans will be finalized through collaboration with staff, the Parks and Recreation Advisory Committee, the City Council, and other stakeholders.
