The Ballard City Council and Water Board held a joint work session on August 10, 2026, to discuss engaging The Ferguson Group to pursue funding opportunities, according to meeting minutes published August 12.
Council Member Steve Secrest discussed a proposed partnership between the City Council and the Water Board to engage The Ferguson Group. The initial focus of this engagement would be securing a second water source for the city.
The Ferguson Group reportedly assists clients in securing more than 50 million over the past four to five years, according to the report. The firm would provide federal advocacy work with congressional offices and the Army Corps of Engineers, as well as identify grant and earmark opportunities.
The proposed annual advocacy fee for the firm is $75,000.00, which reflects a 15% discount. Grant-writing services would incur additional costs depending on the complexity and size of individual applications. The proposal is scheduled to be placed on the next agenda for consideration and a vote by both governing bodies.
