A project plan to demolish and rebuild a seminary building was approved by an Administrative Hearing Officer on August 5, 2026, according to a Provo City Planning Commission Report of Action.
The proposal, submitted by Spencer Mitchell, concerns a site located at 850 East 3650 North within the PF (Public Facilities) Zone of the Edgemont Neighborhood.
Administrative Hearing Officer Aaron Ardmore approved the request, noting that the decision was consistent with the staff analysis and determination.
While the project requires a total of 59 parking stalls, the plan provides 12 stalls on-site, with the remaining parking to be provided on adjacent property. The Administrative Hearing Officer noted that shared parking on the adjacent school property provides sufficient spaces to meet the code requirement.
During the hearing, Otto Nuila expressed support for the seminary building and sought clarification on specific details, which city staff provided. Sharon Memmott also requested clarification from city staff.
The Coordinator Review Committee reviewed and approved the application. The Neighborhood District Chair was present but did not provide comments in an official capacity, and a neighborhood meeting was not required.
The approved occupancy must follow Standard Land Use Code 6910. Building permits must be obtained before any construction begins.
