The Salt Lake City Council is reviewing a proposal to amend the zoning for several properties surrounding the former Ballpark, according to a report published August 27. The proposal seeks to change the zoning of approximately 14.8 acres to align with the Ballpark NEXT Community Design Plan, which was adopted by the Community Reinvestment Agency Board in December 2025.
The proposal includes rezoning multiple parcels from Public Lands (PL) or Moderate Density Residential Multi-Family (RMF-35) to either Mixed-Use 11 (MU-11) or Mixed-Use 5 (MU-5). Specific properties targeted for rezoning to MU-8 (Mixed-Use 8) include 55 West Paxton Avenue, 77 West 1300 South, 1355 and 1357 South West Temple, and 1356 South Main Street.
Additionally, 1381 South West Temple is proposed to be rezoned to a combination of MU-11 and MU-5, while 1395 and 1397 South West Temple would transition from RMF-35 to MU-5. The plan also includes a text amendment to remove Ballpark-specific sign requirements to better align with future land use plans.
During a July 14 work session, the City Council conducted a straw poll to determine support for rezoning all parcels proposed for MU-11 to MU-8. This follows public concerns regarding MU-11, with some residents expressing preference for MU-8 to prevent excessive height and ensure a transition to surrounding neighborhoods.
Planning staff recommended approval of the rezone and the removal of the Ballpark-specific sign requirements. The Planning Commission previously voted 5-2 to recommend approval, though some commissioners expressed concerns regarding potential building heights and the necessity of more public space.
The proposed changes include height allowances of up to 125 feet in MU-11 zones, with potential increases up to 150 feet for certain buildings along the southern block face of 1300 East. The project is located within Council District 5 and aims to promote initiatives such as housing accessibility, infill development, and increased housing options.
