Utah Governor Spencer Cox has ordered the flags of the United States and the state of Utah to be flown at half-staff at all state facilities to honor the late Dolly Parton, who died Tuesday, Aug. 25, 2026, in Nashville at age 80.

The order, issued following a Presidential Proclamation, extends the period for which flags remain lowered. While flags were previously scheduled to remain at half-staff until sunset on Friday, Aug. 28, they must now remain lowered until sunset on Tuesday, Sept. 1, according to the Governor's Office.
Private Services and Legacy
The death of the legendary entertainer was announced by her family, who stated that a small, private service will be held for her immediate family, according to a news release from Operation Literacy. The Utah-based 501(c)(3) organization works to bring Parton's Imagination Library to families across the state.
The Imagination Library Global Impact
Parton founded the Imagination Library in 1995 in her native Sevier County, Tennessee, as a tribute to her father, who never learned to read. Since its inception, the program has grown into the largest early childhood literacy program in the world. It has mailed more than 300 million books to children across five countries, delivering over 3 million books every month. Approximately one in six American children under age five is currently enrolled in the program.
Expansion Efforts in Utah
In Utah, the Imagination Library is currently operating in select ZIP codes as it expands with secured funding. While the program is growing, it has not yet achieved full statewide coverage. Operation Literacy has entered a formal agreement to serve as Utah's official state partner, a move pending legislation sponsored by State Senator Heidi Balderree and State Representative Ariel Defay.
Legislative Future of Literacy
Legislative efforts to secure permanent state funding for the program's statewide rollout are expected during the 2027 general session. Jennifer Jenkins, CEO of Operation Literacy, stated in a news release that Parton's generosity and belief in the power of books will continue to shape generations. Jenkins noted that the Imagination Library puts doors to possibility within reach of children and families globally.

Utah's civic and philanthropic leaders have issued tributes following the news of Parton's passing. Utah House Speaker Mike Schultz remarked that every child should have the opportunity to grow up with a strong foundation for learning and expressed interest in getting more books into the hands of Utah children.
