The Summit County Council will meet on Wednesday, September 2, 2026, to consider a series of significant development proposals, including a rezoning request for the Crossroads at Silver Creek that would allow for 66 townhomes and 20 affordable housing units. The meeting, which will include a public hearing on the residential project, also features a discussion regarding a mixed-use redevelopment at Junction Commons.
Crossroads at Silver Creek Proposal
The Crossroads at Silver Creek project is scheduled for a public hearing during the meeting. The proposal involves rezoning the area from Rural Residential to the Community Commercial Zone. If approved, the master planned development would include 66 townhomes, 4 apartments, 20 affordable housing units, and 32,000 square feet of retail and commercial space. The project is located on Parcel SL-I-9-A-AM, approximately at 7131 N. Silver Creek Road. Tony Tyler is the authorized representative for the applicant, CPD Silver Creek, LLC.
Junction Commons Redevelopment
In addition to the Silver Creek rezoning, the council will hold a public hearing regarding the Junction Commons redevelopment. This mixed-use project is located at 6699 N. Landmark Drive in Kimball Junction on Parcel FSE-1. The project, formerly known as Outlets Park City, is being proposed by Elliott Workgroup representing SRE Ontario LLC. Senior Planner Amir Caus is listed as the planner for this legislative process.
Recycling Facility Permit Review
The council's agenda also includes a discussion regarding a potential revocation of a conditional use permit for a recycling facility. The permit, held by Mimbach (also known as Soil to Spoil), is located at 7550 W. Lower Bowl Road on Parcel SS-70-11. The business owner is Kylee Mimbach, while the property is owned by Troy Long Enterprises Inc. The discussion involves a July 2026 notice to show cause and will include presentations from Senior Planner Amir Caus, Code Enforcement Officer Scott Buchanan, and Deputy County Attorney Helen Stratt.
Snyderville Basin Code Amendments
Legislative changes to the Snyderville Basin Development Code are also on the agenda. The council will consider Ordinance No. 1016, which proposes amendments to several sections, including Master Planned Developments (Section 10-2-18), the Development Application Procedure and Approval Process (Section 10-3), the Zoning Map (Section 10-7-4), and various definitions (Section 10-11). County Planner Amanda Curtis is scheduled to present the staff report for this project, designated as Project #26-078.
Meeting Logistics and Presentations
The meeting will begin with a site visit to the PEAK Center, located at 6301 North Landmark Drive in Park City. Following the visit, the council will enter a closed session regarding property acquisition. The work session will include a presentation from Javier H. Alegre, Executive Director of Jacky’s Recovery Support Services, formerly known as Latino Behavioral Health. The council will also consider approving Board of Equalization recommendations and a request to add a new full-time position to the Department of Motor Vehicle.
