Logan City Mayor Mark Anderson has formally recused himself from decisions and advocacy regarding certain aspects of the Canyon Road Reconstruction Project. According to a statement from City Public Information Officer George Woodward, the recusal applies to matters that represent a potential conflict of interest for the Mayor as an affected property owner.
Mayor Anderson issued an executive order delegating administrative and decision-making authority for these specific matters to Logan City Finance Director Richard Anderson. This delegation follows the city staff's normal chain of authority and is intended to address new issues that arise organically during construction.
The Logan Municipal Council passed the budget for the Canyon Road project in March 2025. Following that approval, the City administration became responsible for the planning, design, construction, and oversight of the project.
In November 2025, former Mayor Holly Daines announced to the Council that the City would proceed with the project's design and execution, which includes an eight-foot sidewalk on the north side of Canyon Road. City administration has continued to move forward based on that directive.
The delegation of authority applies only to the matters from which Mayor Anderson has recused himself. Officials stated there is no intent under this delegation to revisit decisions previously determined by duly elected officials in previous administrations.
