Toquerville City is seeking an additional $98,000 in annual ad valorem tax revenue to fund legal expenses, street maintenance, and departmental operations, according to meeting minutes from August 11, 2026.
Mayor Dan Catlin announced the request during a special City Council meeting, noting that the funds would stem from a proposed increase in the certified tax rate.
The requested $98,000 is divided into three specific areas. According to the meeting minutes, $62,000 is intended to fund legal representation and costs associated with active land use litigation that are not covered by the city's commercial general liability insurance.
An additional $20,000 is requested for street repair and maintenance, covering 20% of the cost of the current year's chip seal project. The remaining $16,000 is designated for various departments to offset rising costs for wages, goods, and services as property tax revenue fails to keep pace with inflation.
During a public hearing held during the meeting, several residents provided testimony regarding the tax increase. Concerns raised by the public included property tax bill increases, legal expenses related to lawsuits, and the impact of new developments.
City Manager Ben Billingsley addressed comments regarding the city budget, noting that the city applies for available grants and has already reduced the vehicle fleet by two units, with a third reduction in progress.
The Toquerville City Council was scheduled to discuss and take action on the proposed tax increase at its next meeting on August 19, 2026, at 6:00 p.m. at Toquerville City Hall.
