The Morgan County Planning Commission was scheduled to meet on Thursday, August 27, 2026, to address several legislative items, including a proposed text amendment regarding monument preservation. According to a memorandum from Morgan County Planning & Development Services Staff, a proposed text amendment to the Morgan County Code aims to consolidate standards for monument preservation and land surveying. The amendment seeks to move parts of the current code into a new section 154 to establish clear and consistent requirements.
Shaun Rose, the Morgan County Recorder, stated that the adoption of Chapter 154 is intended to modernize the county's monument preservation program and ensure compliance with recent updates to Utah Code. The ordinance would establish procedures for monument preservation, permitting, inspections, and enforcement, while creating a system for Monument Encroachment and Construction Permits.
Under the proposed rules, the county would establish civil penalties for violations, such as performing work without a required permit or the unlawful destruction of a monument. The program aims to be largely self-supporting by using permit fees and inspection fees to cover administrative and reconstruction costs, rather than relying on general taxpayers.
The agenda also included a legislative request for a future land use map amendment and rezoning at 2292 W. Chrys Lane in the Milton area. The request, submitted by A. Jaden Wells, involves changing 5.00 acres from Ranch Residential with a five-acre minimum per dwelling to Rural Residential with a one-acre minimum per dwelling. Additionally, the request seeks to rezone 5.00 acres from Rural Residential with a five-acre minimum per dwelling to Rural Residential with a two and one-half acre minimum per dwelling.
The meeting was scheduled to begin at 6:30 p.m. and included provisions for public comment and the review of the August 13, 2026, Planning Commission minutes.
