The Highland City Council is scheduled to hold a public hearing on September 1, 2026, regarding a development request for the Skye Estates subdivision, according to a notice published August 20.
The hearing will take place at 6:00 pm in the Highland City Council Chambers located at 5400 West Civic Center Dr, Highland, UT. The City Council will consider a request from Cole Cooper, acting for LIHAI LLC, to enter into a legislative development agreement for the development of the commercial district of the Skye Estates subdivision.
The proposal concerns a lot located generally at 6571 W Grant Blvd., Highland, UT 84003, identified as Utah County Parcel 66:418:0002. The plan seeks to allow the area to be developed as an assisted living facility containing 75 units, including the landscaping of the adjacent common area.
The development agreement would allow for an increased building footprint without increasing height. It also proposes to decrease required parking from current Skye Estates PD requirements to align with the City’s senior care assisted living overlay zone requirements. The current requirements were designed for office and retail uses, whereas the new proposal aligns with requirements designed for assisted living facilities.
