The Highland City Council scheduled a public hearing for September 1, 2026, to consider a development agreement for an assisted living facility, according to an August 20 notice.
The hearing is scheduled for 6:00 pm at the Highland City Council Chambers, located at 5400 West Civic Center Dr, Highland, UT. During the meeting, the City Council will consider a request from Cole Cooper, representing LIHAI LLC, to enter into a legislative development agreement.
The proposal involves the development of the commercial district of the Skye Estates subdivision, specifically the lot at 6571 W Grant Blvd., Highland, UT 84003. The request seeks to allow the area to be developed as an assisted living facility containing 75 units.
While medical and nursing facilities are permitted in the district, the proposal would increase the building footprint without increasing the height. Additionally, the agreement would decrease the required parking from current Skye Estates PD requirements to align with the City's senior care assisted living overlay zone requirements.
