Mayor Garrett called the regular meeting to order at 6:00 p.m. Cl. Beck gave the invocation, and Mayor
Garrett gave the Pledge of Allegiance.
PRESENTATION ITEMS:
Recognition of Mapleton City Employees involved in trench recuse:
Chief Glasgow recognized Mapleton City employees and assisting agencies for their response to a June
11, 2026 trench collapse, referred to as the “Miracle in Mapleton.” He praised Fire/EMS, Police, Public
Works, dispatchers, LifeFlight, and regional partners for their teamwork and professionalism during the
97-minute rescue, which resulted in the successful extrication of the trapped individual. He thanked all
involved for their exceptional public service and lifesaving efforts.
Swearing in of 3 Police Officers
Chief Hooley introduced the Police Department’s new officers and expressed appreciation for the
experience and talent they bring to the department. Officer Clint Peterson, Detective Michelle Wright,
and Officer Austin Smith. Camille Brown, City Recorder, then administered the Oath of Office to the new
officers.
Swearing in of 1 Fire Engineer
Chief Glasgow introduced Brian Fish as a new Fire Engineer, noting his nearly 30 years of fire service
experience, including 25 years with Provo Fire Rescue. He highlighted the extensive experience Brian
brings to Mapleton Fire Department. Camille Brown, City Recorder, then administered the Oath of Office
to the new fire engineer.

Mike Cobia expressed appreciation for the City’s public safety efforts and raised concerns regarding
traffic and pedestrian safety along 300 West near the school. He requested that the City review
speeding enforcement, school zone signage, crosswalks, pedestrian access, and replace the faded no-
parking signs in the area.

Item 2. Consideration of a Resolution to approve Total Power & Controls to upgrade the
electrical and SCADA controls at the 2000 North Lift Station for $66,995.80. Resolution
No. 2026-44

ADMINISTRATIVE REPORTS:
Rob Hunter provided an update on the CDBG-funded ADA ramp project, noting that additional federal
environmental review requirements have delayed the bid opening until approximately September 24.
He hopes to obtain Council approval following the bid opening so construction can begin before the end
of the season, with formal ratification in October.
Cl. Egbert provided an update from the League regarding legislative issues, expressing concern about
proposed property tax changes and their potential impact on municipalities. She also discussed ongoing
issues related to land use, impact fees, and data centers. Cl. Egbert reported she attended Spanish Fork
City Council meeting regarding a proposed data center and recommended that Mapleton staff research
the legal implications and options for prohibiting data centers within the City.
Cl. Bott announced that the Chamber Barbecue will be held tomorrow, and the Council was invited to
attend with their families.
Mayor Garrett expressed appreciation to the City Council for their continued service, community
involvement, and efforts to improve the City.
Cl. Beck reported attending the MAG meeting in the Mayor’s absence, where several transportation
projects were approved, including projects in South Utah County and access roads near the Loafer area.
Logan Miner thanked staff, volunteers, and sponsors for their efforts with Pioneer Days. He provided
updates on the Bike Park and Trailhead Park projects, noting both are progressing on schedule, with the
Bike Park anticipated for substantial completion by November 6. He reported that fall sports are
underway and announced the Scarecrow Spectacular and Community Pumpkin Night will be held on
October 10.
Chief Hooley reported that the Police Department lost the Guns vs. Hoses blood drive to the Fire
Department and thanked everyone who participated. He also reported a bear sighting in the Twin
Hollows neighborhood, noting that DNR elected to leave the bear alone after it moved toward the
mountain. Chief Hooley also introduced the Police Department’s new patch, which was designed with
officer input to represent Mapleton, and plans to implement a matching badge.
